Builds the search predicate group for a paginated list query. param is only ever reused, never bound again, so adding this to a query never renumbers its other parameters.

A short id is the first four bytes of the uuid in hex, so the anchored prefix on uuid_columns matches a pasted uuid and a pasted short id alike.
